We are fortunate to live in incredibly exciting and incredibly challenging time. Energy demands due to economic growth and increasing population must be satisfied in a sustainable manner assuring inherent safety, efficiency and no or minimized environmental impact. These considerations are among the reasons that lead to serious interest in deploying nuclear power as a sustainable energy source. Abstract

A quiet French country district is the site of a nuclear waste-processing plant. Francoise Zonabend describes the ways in which those working in the plant, and living nearby, come to terms with the risks in their daily lives. She provides a superb sociology of the nuclear work-place, with its divisions and hierarchies, and explains the often unexpected responses of the workers to the fear of radiation and contamination. The work is described euphemistically in terms of women's tasks - cleaning, cooking, preparing a soup - but the male workers subvert this language to create a more satisfying self-image. They divide workers into the cautious ('rentiers') and the bold ('kamikazes') who relish danger. By analysing work practices and the language of the work-place, the author shows how workers and locals can recognise the possibility of nuclear catastrophe while, at the same time, denying that it could ever happen to them. This is a major contribution to the anthropology of modern life.

Abstract

De nombreux pays en sont venus à reconnaître qu'un plus grand recours à l'energie nucléaire pourrait contribuer utilement à réduire les émissions de dioxyde de carbone. Cependant, compte tenu des coûts élevés d’investissement et de la complexité des centrales nucléaires, le financement de leur construction reste souvent un défi de taille. Cela est particulièrement vrai lorsque ces financements sont laissés au secteur privé dans un contexte de concurrence des marchés de l’électricité.   Cette étude examine les risques financiers qu'implique l'investissement dans une nouvelle centrale nucléaire, les moyens de les atténuer et les façons de structurer les projets de telle sorte que les risques résiduels soient pris par ceux qui sont les plus à même de les gérer. Compte tenu du fait que l'expansion des programmes nucléaires exigera des aides substantielles et durables des pouvoirs publics, l'étude met en avant le rôle que peuvent jouer les États pour faciliter et encourager les investissements dans de nouvelles capacités de production.

Abstract

Nuclear power plants require a wide variety of specialised equipment, materials and services for their construction, operation and fuelling. There has been much consolidation and retrenchment in the nuclear industry since the 1980s, with the emergence of some large global nuclear companies. Electricity market liberalisation in many OECD countries has meanwhile placed nuclear plant operators under increased competitive pressure. These structural changes in both the producer and consumer sides of the nuclear industry have had implications for the level of competition in the nuclear engineering and fuel cycle markets. With renewed expansion of nuclear power now anticipated, this study examines competition in the major nuclear industry sectors at present, and how this may change with a significant upturn in demand.

Abstract

The societal aspects of risk governance are increasingly becoming a part of public decision-making processes. This tendency is particularly evident in matters dealing with the protection of human health and the environment. The NEA Committee on Radiation Protection and Public Health organised a workshop to examine stakeholder involvement processes through which governments and regulators can arrive at accepted decisions regarding radiological protection. An example of an area in which stakeholder involvement is important is the clean-up of sites contaminated by accidents or by past industrial or research activities. These proceedings address the roles of various stakeholders in the decision-making process, and their expectations regarding how a modern system of radiological protection should be integrated within the broader context of risk governance. Case studies are presented to illustrate good practice and as a basis for drawing conclusions regarding general lessons that can be applicable in many different national contexts. These proceedings will be of interest to policy makers, radiation protection experts and interested members of the public.
